中國森林認證及中國木材合法性驗證新政策解讀

 

背景介紹：

 

森林是地球上最古老的自然資源之一，也是我們留給後代的最重要的遺產之一。快速的工業化和人口增長加速了木材消耗和森林采伐，人們逐漸意識到森林遭到破壞並嚴重退化。為了應對這個問題，歐美大買家紛紛要求林產品供應商證明他們的森林產品的來源的可持續性和合法性，顯示他們對環境和社會問題的關注，保護環境。同時，歐美國家政府也相繼頒布了法規如美國雷斯法案、歐盟木材法案（EUTR），通過推行及實施這些新的法規和相關懲罰措施，打擊非法採伐。

 

森林認證目的在於通過第三方的獨立評估，證明企業在良好森林經營和產銷鏈監管方面達到標準要求。通過在認證產品上貼標給消費者和買家帶來信心，其所用的木材原材料可以追溯到認證的林地。

 

全球範圍內主要有兩大森林認證體系：森林管理委員會（FSC®）和森林認證認可計劃體系（PEFC）。

 

在國家林業局的主導下，2010年中國森林認證體係正式建成並開始運行。 2012年發布森林經營國家標準(GB/T 28951-2012)和產銷監管鏈國家標準(GB/T-28952-2012)， 並於2014年2月正式實現與PEFC的全面互認。

 

中國森林認證體系（CFCC）範圍包括森林經營認證及產銷監管鏈認證、竹林認證、碳匯林認證、非木質林產品認證、森林生態環境服務認證和生產經營性珍貴稀有瀕危物種認證。同時國家林業局也在積極制定中國木材合法性驗證體系。

 

在中國，必維認證已經為千餘家企業提供了專業的FSC 和PEFC森林認證和木材合法性驗證服務，並且正在與國家林業局和中國森林認證管理委員會緊密合作進行中國森林認證和中國木材合法性驗證體系的試點。
